FOR some time now, there has been a group of political critics who have made it their duty to rubbish the Constituency Development Fund and, by extension, the devolution programme that has given local councils a more direct role in deciding and implementing development priorities. We have reported in the past, for instance, how Tonse Alliance leader Brian Mundubile dismissed the increased CDF allocations as “just figures”. Mr George Chisanga later argued that it was illogical to keep increasing the fund when implementation problems remained. The Citizens First and Socialist Party have equally rubbished the CDF expansion. Even learned State Counsel John Sangwa has condemned CDF as an operation without a plan.
