THE Zambia Environmental Management Agency (ZEMA) has revealed that the National Housing Empowerment Fund (NHEF) never engaged the agency for a full Environmental Impact Assessment on the Riverdale City Estate property as purported. And NHEF says the one acre land which was purchased from Robert Kent was only acquired so that it could “provide road access and main entrance to the proposed Riverdale Estate”.
