LUSAKA Magistrate Chrispin Hampungani has declined to issue a bench warrant against Inspector General of Police Graphael Musamba for failing to appear before him yesterday. This is in a matter in which Socialist Party leader Fred M’membe lodged a complaint before the Lusaka Magistrates’ Court, criminal jurisdiction, against Musamba for defamation of character.
