MINISTRY of Agriculture Permanent Secretary Green Mbozi says some districts are lagging behind in terms of collecting fertiliser because of mobile network challenges. In an interview, Saturday, Mbozi said in some rural districts, mobile network was intermittent and this slowed down the process of collecting inputs.
