TRANSPORT and Logistics Minister Frank Tayali says the Road Transport and Safety Agency has dropped its guard in strictly enforcing road safety rules. Speaking during the launch of the Fleet Safety Management Policy (FSMP) in Lusaka, Monday, Tayali said RTSA had allowed rules and regulations to be flaunted with impunity. “Under the New Dawn government, we are not here to simply warm the seats that we occupy, we would like to bring real change to our country.
