FORMER Transparency International Zambia (TI-Z) chapter president, Sampa Kalungu, says President Hakainde Hichilema seems to be protecting his ministers by guiding that those being investigated for curruption must not be announced. On Wednesday, President Hichilema stated that law enforcement agencies would use the principle of investigating, before announcing or making an arrest of those found wanting. President Hichilema further wondered how the electorate would view government officials, if law enforcement agencies announced they were conducting investigations before reaching a logical conclusion.
