THE Ministry of Information and Media says in designing the Access to Information act, government did try to make it easier and less expensive to implement so the Human Rights Commission could remain the way it is. The ministry says the reasoning was that since the Commission already handles human rights complaints and access to information is also a right, it won’t need to expand its structures to implement the ATI law.
