CHIEF Government Spokesperson Cornelius Mweetwa says President Hakainde Hichilema did not mean any malice in pointing out lacunas in the Constitution. Mweetwa says Article 52, which deals with the cancellation of elections when one member withdraws is an example of the lacunae that President Hakainde Hichilema was alerting the public to in his speech last Friday.
