A GOVERNANCE activist has dragged the National Assembly to the Constitutional Court, seeking a declaration that an elected MP’s seat only becomes vacant upon the determination by the High Court. Isaac Mwanza, who has also cited the Attorney General as the second respondent in the matter, wants a declaration that the Speaker’s duty is limited to informing the Electoral Commission of the existence of a vacancy.
