GERMAN Ambassador to Zambia Ann Wagner Mitchell says the revelations contained in the recently published Auditor General’s Report on the Constituency Development Fund (CDF) are shocking and sad. Dr Mitchell also says the developments that led to the dissolution of the ACC board and the resignation of the former Director General illustrated that the commission’s current governance structure is imperfect.
