THE state has told the Constitutional Court that the National Assembly acted within the confines of the Constitution in not declaring the Matero Constituency seat vacant. This is in a matter where PF faction Secretary General Morgan Ng’ona has dragged the National Assembly to the Constitutional Court seeking a declaration that its failure to declare the Matero Constituency parliamentary seat vacant is in direct contravention of Article 72(1) of the Constitution.
