FINANCIAL Intelligence Centre (FIC) Director General Clement Kapalu has lamented that the centre is facing financial and office space challenges, noting that it currently operates from a house in a residential area. He adds that when he travels outside the country as head of the intelligence centre, he sleeps on benches outside airports due to budget constraints. Meanwhile, Kapalu says the centre does not want powers to prosecute Illicit Financial Flows (IFFs), as there are already institutions with many staff members conferred with such powers.
