FORMER commerce minister Bob Sichinga says the UPND government did not lay a strong foundation during its first term to achieve the targets set under its 2026-2031 “Grow Zambia Agenda”. Sichinga has also described government’s three million-tonne copper production target as “wishful thinking”, arguing that achieving it would require heavy investment over seven to 10 years.
