THE matter in which former Cabinet minister Dr Katele Kalumba is facing a charge of seditious practices failed to take off for plea yesterday due to the absence of consent from the Director of Public Prosecutions (DPP). In this matter, Dr Kalumba is charged with seditious practices contrary to Sections 57(1)(b) and 60(1)(e) of the Penal Code, Chapter 87 of the Laws of Zambia.
