SECRETARY to the Treasury Felix Nkulukusa says the supplementary budget has come early in the year due to the fact that there will be no Cabinet in June to approve it. Nkulukusa was responding to recent concerns from economist Professor Lubinda Haabazoka that the budget had come too early in the year and that a supplementary budget of K26.3 billion was huge. In an interview, Wednesday, Nkulukusa explained that without the supplementary budget early in the year, the government would fail to meet wage payment obligations.
