THE National Association for Smallholder Farmers (NASFA) says the agriculture sector could improve during President Hakainde Hichilema’s second term, based on the Food Reserve Agency’s (FRA) current performance. NASFA adds that government should focus on providing irrigation scheme loans to smallholder farmers in readiness for the projected El Niño. In an interview, Wednesday, Association Executive Director Prof Frank Kayula said the timely payment of farmers by FRA and the early distribution of inputs this year were positive indicators.
