THE National Association for Smallholder Farmers (NASFA) says the agriculture sector could improve during President Hakainde Hichilema’s second term, based on the Food Reserve Agency’s (FRA) current performance. NASFA adds that government should focus on providing irrigation scheme loans to smallholder farmers in readiness for the projected El Niño.
