ATTORNEY General Mulilo Kabesha has asked the Lusaka High Court to dismiss Celestine Mukandila’s application challenging government’s decision to cancel his National Registration Card (NRC) and Zambian passport. Kabesha argues that Mukandila should have first appealed the cancellation of his documents to the Minister of Home Affairs before taking the matter to court. This is in a matter in which Mukandila has applied to the Lusaka High Court for permission to commence judicial review proceedings against government’s decision to cancel his NRC and Zambian passport.
