JUSTICE Minister Mulambo Haimbe says the proposed amendment to the Judges’ Conditions of Service Act will dilute the powers which Presidents have enjoyed since 1996. During a debate on the Judges Conditions of Service (Amendment) Bill in Parliament, Thursday, Haimbe said from 1996 to date, it was only the President that determined conditions of service for judges and nobody had ever argued about separation of powers being affected. “I wish to make it clear that the proposed amendment to the Judges Condition of Service Act is a consequential amendment following upon the enactment of the emoluments act of 2022.
