KATOMBOLA UPND member of parliament Clement Andeleki says CDF guidelines should be quickly streamlined because the bureaucratic process will compromise President Hakainde Hichilema’s goodwill of improving people’s livelihoods. In an interview, Andeleki noted that while the CDF was decentralised, the power to sign for CDF projects remained centralised, a situation which meant that money was being kept in Lusaka indirectly. “The CDF Act and the CDF guidelines are feared to be bureaucratic.
