JUSTICE Minister Mulambo Haimbe says the Electoral Commission of Zambia (ECZ) is an autonomous body and not in any way subject to anyone’s control. And Haimbe says the ruling party wasn’t scared of competing with Bowman Lusambo and Joseph Malanji in the recently held by-elections. But Lusaka Lawyer Jonas Zimba has accused ECZ of not conducting the recently held Kabushi and Kwacha by-elections in a free and fair manner.
