KANKOYO UPND member of parliament Heartson Mabeta says 58 years later, Zambia cannot claim to be truly independent because it keeps going round in circles when it comes to managing its debt. And Mabeta says the Loans and Guarantees Act will help cushion Zambia’s debt because Parliament will have to approve before government proceeds to contract any debt.
