FORMER defence minister George Mpombo says government shouldn’t blame civil servants for its “higgledy-piggledy” performance, arguing that the problem in the current administration is lack of professional experience and qualifications. UPND deputy Secretary General Gertrude Imenda recently stated that most of the embarrassing things happening in government like the late delivery of farming inputs were caused by PF-aligned civil servants.
