EMERITUS archbishop Telesphore Mpundu has insisted that the independence of the Judiciary is not guaranteed as long as the appointment of judges is done by the President. On Monday, President Hakainde Hichilema appointed Professor Margaret Munalula as Judge president of the Constitutional Court and Arnold Shilimi as deputy president of the court on the recommendations of the Judicial Service Commission. The President also appointed Mudford Mwandenga, Judge Maria Kawimbe and Judge Kenneth Mulife as judges of the Constitutional Court, subject to ratification by the National Assembly.
