THE Committee on Local Government Accounts has heard that the Ministry of Lands illegally changed ownership of a property belonging to the Lusaka City Council to Lusaka Municipal Sports Club Trustees, an institution which is not registered with PACRA or Registrar of Societies. And the Committee has heard that the Lusaka City Council is demanding payments amounting to K65,000 from Given Lubinda Foundation, over the lease rentals which have not been collected from April 1, 2020 to May 30, 2022. The Auditor General’s report on the audit of accounts of local authorities for the financial year ended December 31, 2021 revealed that the ownership of plot number LUS/2832 which belonged to the Council was irregularly changed to Lusaka Municipal Sports...
