THE National Assembly has been shocked to learn that government incurred a penalty sum of $52 million on the advance payment of a $73 million contract which the Food Reserve Agency (FRA) signed with Advanced African Solutions (ADAS). The House has also learnt that the Electoral Commission of Zambia (ECZ) failed to comply with the Public Procurement Act when giving out procurement contracts in excess of $26 million.
