THE Human Rights Commission (HRC) has condemned the Lusaka City Council for confiscating a wheelchair from a person with disability as punishment for engaging in street vending. But the Local Authority says its council police only confiscated a wheelchair that the vendor uses for displaying his merchandise and not the one for his mobility, as he had two wheelchairs.
