THE Zambia Public Procurement Authority (ZPPA) says it will look into reports that Energy Minister Peter Kapala cancelled a contract for the importation of cheaper fuel by Devon Oil Zambia Limited, before giving preference to Agro-Fuel Investment. And Transparency International Zambia (TI-Z) has called on President Hakainde Hichilema to suspend Kapala to pave way for a proper investigation into the matter. Meanwhile, TI-Z says the alleged close relationship between the majority owner of Agro-Fuel Investment and the minister of energy as well as the UPND is a classic case of possible policy capture.
