THE Ministry of Fisheries and Livestock has struggled explain why it decided to use K679,414.40 meant for buying breeding bulls, to pay allowanced to officers who attended a training in artificial insemination instead. According to the Auditor General’s report, K697,414.40 was received by the ministry for the procurement of breeding bulls but none were bought. Appearing before the Public Accounts Committee yesterday, Ministry of Fisheries and Livestock Permanent Secretary Himba Cheelo had a tough time justifying the ministry’s actions. PAC Chairperson Warren Mwambazi, nominated MP Likando Mufalali and Chavuma UPND MP Victor Lumayi wondered why the ministry decided to misapply the funds and wanted to find out what motivated it to divert money which was meant for a specific programme....
