CHIPILI PF member of parliament Paul Chala says the reported 17 percent Constituency Development Fund (CDF) utilisation by his constituency in 2023 is not a true reflection of what is happening on the ground. According to the January to October 2023 CDF expenditure returns, Chipili constituency has the lowest CDF burn rate at 17 percent, followed by Chawama constituency which spent 21 percent of its CDF, while Matero constituency spent 28 percent.
