CHIEF Government Spokesperson Cornelius Mweetwa says civil servants who are in a holding capacity at Cabinet offices are not paid just to sit. Mweetwa has explained that none of the people on holding capacity were newly employed. He says only people awaiting redeployment were directed to the Public Service Management Division (PSMD) at Cabinet.
