CHIEF Government Spokesperson Cornelius Mweetwa says civil servants who are in a holding capacity at Cabinet offices are not paid just to sit. Mweetwa has explained that none of the people on holding capacity were newly employed. He says only people awaiting redeployment were directed to the Public Service Management Division (PSMD) at Cabinet. Mweetwa was responding to governance activist Reuben Lifuka, who lamented that there was a lot of wastage of resources in the country as there were people at Cabinet being paid for doing nothing.
