SMART Zambia National Coordinator Percy Chinyama has told the Public Accounts Committee (PAC) that the current law in the country does not adequately support digitisation efforts. Additionally, Sergey Chapkey, president of DotGov Solutions, has highlighted significant resistance from government agency managers regarding the transition to utilising online services under the Government Service Bus. According to the Auditor General’s report, on June 11, 2019, the Ministry of Finance and National Planning, in consultation with Smart Zambia Institute, contracted DotGov Solutions, LLC (USA) to design, develop, and implement a national interoperability platform (Government Service Bus) and the online payment gateway (Government Payment Gateway).
