INFRASTRUCTURE Housing and Urban Development Minister Charles Milupi says every time former president Edgar Lungu opens his mouth, what comes out is garbage. On Sunday, Lungu took to social media to address several governance issues, among them the free education policy, which he claimed was counterproductive as it reduced the quality of schooling.
