MPIKA PF MP Francis Kapyanga says government is frustrating its own efforts in the implementation of Constituency Development Fund (CDF) projects, by complicating procedures. And Kapyanga says no member of parliament would want to delay the delivery of CDF projects because elected individuals want to be voted on the backdrop of what they have achieved.
