THE latest Auditor General’s report on Zambia’s external debt stock has revealed that Zambia Fertiliser Company Limited entered into a debt swap agreement of US$28,833,283 with the Ministry of Defence, but that no documentation was availed to confirm the debt figure. And the report has revealed that documents for clearance of the debt swap agreement by the Attorney General were not provided for audit. The report stated that auditors were also not provided with the letter from Zambia Fertiliser Company Limited proposing a debt swap agreement.
