MINISTRY of Energy Permanent Secretary Professor Ephraim Munshifwa and TAZAMA Managing Director Rodney Kalota had a tough time explaining why there was no adherence to a Cabinet circular, which banned Permanent Secretaries from sitting on Parastatal Boards. A review of the appointment letters for the TAZAMA Board revealed that the Minister of Energy appointed the Ministry of Energy Permanent Secretary – Technical and the Permanent Secretary – Electricity as a member of the Board and TAZAMA Pipelines Limited Board Chairperson, respectively, during the period of January 1, 2022 to May 2025 and June 7, 2025.
