BARS that once filled up before midday in Monze are now mostly empty, as residents are instead busy with work, a change the local council attributes to empowerment through the Constituency Development Fund (CDF). Monze Town Council Chairperson Powell Mutenguna says the days when people crowded drinking spots as early as 10:00 are gone, as many residents are now engaged in small-scale businesses and other income-generating activities supported by CDF.
