FORMER health minister Dr Chitalu Chilufya says government should consider raising sin tax to cover HIV/AIDS programmes. Dr Chilufya adds that it’s urgent that the health MoU with the US is concluded for the continuation of resources. Meanwhile, Dr Chilufya says health financing should be looked at as an economic investment, stating that any disruption to the HIV/AIDs funding will put about 1.3 million Zambians at risk.
