FORMER home affairs minister Stephen Kampyongo says he doubts that the police service has the immediate capacity to keep the streets and business places safe to successfully implement a 24-hour economy. Kampyongo’s remarks follow assurances by Inspector General of Police Graphel Musamba that citizens would not be arbitrarily arrested for “shishita” during the implementation of the 24-hour economy.
