STAKEHOLDERS have disagreed over whether voters can use marks other than a cross when casting their ballots, days before the August 13 general election. NRPUP presidential candidate Brian Mundubile and historian Dr Sishuwa Sishuwa have challenged the Electoral Commission of Zambia’s (ECZ) position that a ballot paper can still be valid if a voter uses a tick or another mark, provided the voter’s choice is clear. Dr Sishuwa says by law, the only prescribed manner of casting a vote is by using a cross.
