SMALL and Medium Enterprises Development Minister Elias Mubanga says the Citizens Economic Empowerment Commission is changing the narrative for non-performing loans. Last week, the National Assembly was shocked to learn that CEEC was sitting on K283,198,666 locked in non-performing loans.
