GENDER Division Permanent Secretary Mainga Kabika says the country should applaud President Hakainde Hichilema for appointing a lot of women to decision-making positions. Meanwhile, Ministry of Justice Permanent Secretary for Legal Affairs Mwenya Bwalya says the constitutional amendment proposals do not seek to enhance President Hichilema’s power.
