HISTORIAN Dr Sishuwa Sishuwa has charged that President Hakainde Hichilema appointed partisan individuals like ECZ Chairperson Mwangala Zaloumis and Speaker of the National Assembly Nelly Mutti to those critical positions in a bid to secure a two thirds majority in the House. And Dr Sishuwa has wondered whether UPND MPs would have supported the current constitutional amendment proposals if former president Edgar Lungu was still in office.
