ACTING Secretary to the Cabinet Dr Oliver Kalabo has urged senior public service officials to treat Cabinet responsibilities as their foremost obligation. Dr Kalabo says monitoring of projects and programmes is the role and responsibility of technical officers at lower levels and not for Permanent Secretaries. He says chasing after site visits is not a priority for PSs.
