ECONOMIST Dr Lubinda Haabazoka says Zambia is the only country where almost everyone wants to become president. Meanwhile, Dr Haabazoka has rated the UPND government’s fiscal discipline at 9.2 out of 10, commending it for maintaining control over public spending.
