NOW that Bill 7 has finally been taken back to Parliament, it is almost certain what will happen to the proposed amendments. The political signals are clear, the ruling party has the numbers, and the Executive has demonstrated considerable determination to see this process through. Many people agree that Bill 7 is not as controversial or constitutionally disruptive as Bill 10 was. However, there is no denying that the manner in which it has been handled leaves much to be desired. Many people feel its speed, its opacity, and the nature of public consultation has been suspicion.
