MINISTER of Youth, Sport and Arts Elvis Nkandu has launched the 2023 National Youth Scheme empowerment programme, which he says will benefit about 23,000 youths in all 10 provinces. According to a statement shared on his official Facebook page, Saturday, Nkandu said the launch, which took place in Luwingu District, saw about 200 vulnerable youth beneficiaries in the district.
