FINANCE Minister Situmbeko Musokotwane says he always used to be asked ‘what is Plan B if debt restructuring fails’, and government was criticised for only having Plan A, but it has worked. And Dr Musokotwane says without the IMF programme, government would have to tax citizens more in order to raise money locally.
