THE Law Association of Zambia (LAZ) says the subcontracting of external auditors to audit defence forces is legal if it was done by the Auditor General following the President’s prior written consent. In a statement, Monday, LAZ president Lungisani Zulu said although the Auditor General had general powers to appoint external auditors to audit any state organs, his authority to subcontract the audit of Defence Forces was limited by the provisions of section 24(3) of the Public Audit Act No. 29 of 2016. He said the Auditor General could, however, appoint external auditors to audit defence forces where circumstances of an audit justify such subcontracting, and additionally, once prior written consent of the President is obtained. “The Law Association of...
