CONSTITUTIONAL Lawyer John Sangwa says Speaker of the National Assembly Nelly Mutti went rogue when she recognised a new leader of the opposition in the House and that is a violation of the Constitution. And Sangwa says if Zambia was being successfully run, there was no way former president Edgar Lungu would have decided to come back to active politics. Meanwhile, Sangwa says individuals with the best brains are outside government, while those who are inside are the opposite.
