INTERNATIONAL Growth Centre (IGC) director Sir Paul Collier says for the first time after 50 years in Zambia, there is a President who is ambitious for decisive change. And Sir Collier, who is also Professor of Economics at the University of Oxford, says the last three years could have been awful with any President but have been less awful thanks to President Hichilema.
